Allow tags/prefixes in the Reported Content center

So you can flag a report, for example give it an 'Input Needed' prefix if you need a 2nd opinion, or 'Manager Needed', that type of thing. You could then also add support to filter by this tag.

Would make the Reported Content center, which is very busy on large forums, a lot more powerful - even more so if you could introduce basic searching here too (already suggested).
