How can I allow members to mark their own topics as BEST ANS

I have one forum that is the Question type and I always have to manually mark them as solved or as best answer.

Is there a way to allow the thread started to mark this?

Edit the Question forum and enable User who asked question can choose the best answer?.

I wonder if that was always there. I have been hanging on this this low priority question for years and finally remembered to ask.
