Disable all plugins

I've just upgraded to 4.3 beta and I can't get into my admin and I'm thinking its due to a 3rd party plugin/application.

Is there a way I can disable the apps outside of the Admin area?

This is the warning I get when I try to log into my admin area:

We will be pushing out a patch or new beta release soon to address this issue. It is unrelated to any third party plugins you may have installed.
