Daily New Topic Creating Limit

I would like to put a limit on creating a new topic per day or for certain groups in the forum I select.

• Number of new topic creation limit
• New topic creation time interval
• Set limits for groups or specific users
• These features will be available in selected forums.

Permisisons are, like all the rest, per group basis.
