Follow or Get Notifications for All Content

We have an internal forum for sharing tech info etc. within the company I work at, that is fairly low volume. I would like to have it configured so that anytime there is a new topic, that all members get a notification... What is the best way to accomplish this?

I don't know of any Marketplace  app or plug-in that auto notified when there's a new topic.  However, you can use Automation Rules by @Kevin Carwile to create a custom rule.
