Page builder doesn't seem to work.

When I click the page builder button, it just loads that page in my browser normally, as if I had just navigated to it. The URL does have block manager in it at the end, but, no editing tools show up at all. Anybody else have this issue, or know what could be causing it?

Does the account have the the permission “can manage sidebar”?
