How to edit the log in landing page to add a link?

Hi, I am running the latest version of IPB with NO PAGES APP, so will need "old school" answers.

I want to add a some text and a link on our front page of a private, forum. We have no guest option or visitors can see our side bar content. I simply want to add a link to the front page that will give possible new users more information before they join.

I have a PHP expert in my admin team and even he can't find where to do this. Please advise. The search of this forum for home page and log in page edit brought up no results.
