Rebuild Reactions

A cool tool would be to rebuild the reactions database. Specifically because if you change something from, lets say a positive to a neutral rating, you cannot do it retroactively do this. It uses the values in the reputation index.

Recounting the reputation appears to only go through the index and does not update the values to the corrected values from the reactions and then count them.
