Allow lower settings for image proxy cache

Hi there,

I'd like to see a feature added to IPB4: allow us to set a default value for image proxy caching less than 1 day (i.e. in hours). I realize that there are performance concerns with this, but for my particular application, I need it. Thanks.

@David.. users whose signatures contain dynamically generated images that are updated frequently (like counters). Their counters essentially, when cached for long periods of time, become out of date until the cache is busted. For some, a 24-hour cache bust is still too high to have accurate data in their signatures.

That would be quite exhausting for the server.
