How do I set groups to have Admin controls/powers?

...without letting them access things like the AdminCP? All I want to do is make a group of Admins/Mods and give them the ability to lock/merge/delete/etc threads, warn other members, see IPs and basically all mod-related stuff, but I can't seem to find a way to give them any powers outside of making them actual "site owner" admins and letting them access the AdminCP, which is not something I want to do.

Please aid me.
