I was wondering how to integrate the user notifications of IPS with mobile push notification  as  we can see in browser notification  --

What is the app exactly? A simple webpage embed app? Do you have knowledge on coding?

I may be wrong on this and/or there may be a different approach you should take, but I think you'll need to make a code plugin that extends \IPS\Notification\Notification and then overload the send-function. Look at how things are done in the original send-function and then work with the data you see is available to create code that also sends this as push-notifications to the mobile devices of the users.

I don't know much about developing iOS/Android apps and how to set them up to receive push notifications from a website, so I'm unlikely to be of more help here. Searches on Google like this may be of help.
