Fresh install. Forum works but admin panel not?

Hey guys,

Just installed the a fresh install of IPS.
Forum is working but the admin panel is not.

This is what I see when I go to admin:

When I click /install it says Installer locked.

If that is the complete contents of your admin folder, you are missing at least one fie; index.php.

And where one is missing, more could be.

Please re-upload a full set of files, making sure none of them fail to transfer, and then make sure that file is there.

(Note that is not the same file as in the root folder, it's different, so you can't simply copy one to the other.)
