Calendar, annual event / reminder

Hi,

On my community events are usually one time a year.

To describe what I need : 

- An event organizer want to promote his event
- He find my community and create an account
- He add the event (for example Sunday 17 July 2016 in Paris)

Sometimes (quite often), the organizer forgot to add the event the year after
So I would like to create a reminder that send a mail to the organizer 10 months after (the date of the reminder could be set by the organizer)

So, on 17 May 2017 he will receive a reminder mail with the title of his last event and with the link to add the new event (for this year).

is there someone to make such a plugin ?  Please tell me the price to do it
