How to send a last topics mailing to members ?

I would like to send a automatic mailing, lets say every week, of the best discussions of the week

I would like to send this mailing only to members having more than 10 posts >> this is very important as we dont want to send those mailings to all members, many with 0 posts are inactive, we want to focus on the active members

How can i do that ? any plugin or app ? or ips feature ?
