Guests don't view all topics

Hello..i would like all guests can view all topics of my forum but they can see only older topics (before 2-3 years ) .how can i fix it?

Permissions in IPS are setup on a forum based scenario. You can specify which forums you want your guest member group to view. It is not possible to set permissions all the way down to the topic.

2. Manage Member Groups

and i have checked  all...but nothing
