Message upon forced log-in

We want to present all our members with a new board policy, that they need to agree with upon logging back in. Is there a way to present them with the new rules after a forum-wide forced log-out? I haven't been able to find something like that yet. Any pointers would be greatly appreciated.

Assuming you are using the 'Registration terms and rules' - simply make a change to them, then save and look at the resulting option.

Really? All we need to do is change those, and then everybody will be forced to click and decide?
