Search minimum amount of characters to search for

We want to set the minimum amount of characters to search for to 3, how can we do this?

(Both for member search and content search).

There have been issues with people having "fun" with blank searches that seem to take up a lot of resources.

IPS accepts searches for blank, generating a result page containing EVERYTHING. Eg, I don't want IPS to initiate a search unless it has a minimum of 3 characters to search for, because our system is being overloaded when people run these searches. It also generates a complete memberslist when searching for members without input, and the memberslist was scraped for good reasons.
