Move Thread- Disappeared as option for Mods

Just got upgraded to 4.0

On a thread, I see the Moderation Options link. My moderators used to see this prior to the upgrade.

Now it is gone. I've looked in both the Moderator Group and even my Admin group and I cannot see where it gets turned on since it obviously got turned off for the Moderators group.  

What am I missing here?

Members>Staff>Moderators You can add staff and edit staff there.
