Would someone from IPS tell us how to fix this. It is on my test board, but I am testing IPB to upgrade my live board and I would like to know how to fix this issue before upgrade????

Well, finally I found a way to fix this problem. Here is what I did:

ACP > System > Files > Storage Settings > IP.Gallery Images :

I have changed the file location and then restore pictures to old location that fixed the problem... I create a new location and moved pictures to that location then I moved them back to uploads folder...

Just make sure that you know it is time consuming but it works (About 2 hours process)
