4.0 - Change Default Avatar

Where do I upload a new default avatar to in 4.X ? I want to replace the stock one with a custom one.  I know how to change it in 3.4, but not in 4.X

Under themes, drop down menu Manage resources, it's your 4th one down after that, hit the edit pencil and you can upload a new image

Hi, I replaced the default avatar using the method above but I ended up with a broken image in the forum. The image is displaying properly on the resource page. 

This is the image I want to use and it uploaded here, no problem: 

The default avatar in the forum is still set to: https://www.fragnet.ca/uploads/set_resources_3/84c1e40ea0e759e3f1505eb1788ddf3c_default_photo.png. It didn't switch to the new image.

 

So for now I manually uploaded a png version of my gif using the name of the broken image but I'd prefer to use the animated version.
