[4.05.1] Can't get install routine to start

I haven't been able to get this to run at all.  I never had any previous issues with any of the software installs.  After making a backup of my forum and copying the database, I tried copying the files to the respective directory.  After it was finished I went to the admin/upgrade

I got an error when doing the upgrade routine.  Thinking it was something to do with the existing database and files I then created a new database with a new directory and uploaded the files.  So when going to admin/install I get the following:

Contact your host, PHP must be at least version 5.3 for IPS4.

yeah that seems to be the problem.  I'll make sure to upgrade php
