Strange fonts after upgrade

After upgrade from 3.4.7 to 4.0 I've got some strange fonts in my local language Norwegian. It is the letters ÆØÅ æøå that is not properly displayed.

It looks like this:

I have looked/searched all over this place and also I tried the converter again, but the converter reports everything normal

any suggestions to this issue?

Identical problem on our forum as well after coverting from vBulletin via IPS 3.xx to current 4.0.2. Threards, posts, usernames - all got this error. Hopefully someone got a understandable fix to this.

Got the following reply from support:

Hello,

Unfortunately, this is actually a known issue which has been fixed for the next release. I'm afraid you will need to restore from your backup. Once done, you can do either of the following:

1. Before upgrading to IPS4, you can use the stand-alone UTF-8 Converter, which already includes the fix for this issue. Once the converter has completed, you can proceed to upgrade normally.

2. You can wait to upgrade until version 4.0.3, which should be released soon, and upgrade then.

I upgraded to 4.1.3, but this problem still exist.
