Announcements, sticky threads, and visitor messages

I never found the announcement system useful. Sticky threads yes, but for the forums they're related to.

Stickies and announcements are too much alike. Maybe less so these days, but I think it could be better.

I know some forums like to use visitor messages and messages based on usergroups bellow the banner 'n navi area on all pages. I find having a dismissible and simple box more noticeable, easier to decide for who to see, and less redundant.
