While the download topics are created automatically, it is up to a developer whether they wish to add their item to the blog in the first place. Semantically the comments on both platforms are related. The blog comments can be forbidden and a "please use the IP.Content Discussion thread for discussion" text displayed. IPS seriously needs a good and easy interface for the extensions that can be searched for "show all high rated items" and "show all most-downloaded items".
