OK, now I understand what you're asking about.

That section is for the creation of an Authentication Key, which is used INSTEAD of a manually entered password in an SSH client.

On my server, I have Password Authentication turned off, and use Auth Keys exclusively. For that, you can generate an Auth Key inside cPanel, or with Pageant (which is included with the Putty SSH Client package).

If you want to connect using Password Authentication (and *most* Hosts use this method) instead of an Auth Key, you don't need to worry about it.

Just get an SSH program and enter the host/user/password details.

I recommend Putty ( http://putty.org, which leads you to http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html ). It's free and works perfectly.

Get the correct release version package for your Operating System. If you're using Windows, here's the direct link: http://the.earth.li/~sgtatham/putty/latest/x86/putty-0.60-installer.exe

That should get you started.
