Tell me please in IP.Board 3.0 planned to implement a system of locking users?
With something like a locking system in vBulletin.

Although would add the following features:
The constant blocking (lifetime).
Moving a blocked user in a group (blocked) automatic (optional).
Entering reason (optional).
A separate page with all blocked.
Login blocked.
Who blocked.
The reason for the lock (with the possibility of changes).
Unblocking.

Via warn system you can do lot of things from your list.

But obviously will be more convenient if this will be realized in a function panel administrator.
Just the possibility of freezing to permanent duration (life).
