UTF-8 by default

Can we have option UTF-8 selected by default? Because most of the rss feeds use UTF-8.

Or have a small checkbox there to select which option to select as a default setting.

I'd like to make utf-8 default moving forward myself. Would need to make sure any upgrades with no charset specified retain the iso-8859-1 setting though.
