White/Black Lists suggestion

I think White and Black lists are good features but they should be enhanced.

I was tired of a few new members who registered on my forum and posted one topic (or post) with text:

Hello, I found a new forum, click here! (click here links to http://www.foreignforums.com for example).

I activated Whitelist and put there about twenty trouble-free links (google.com, invision.com, yahoo.com, links to my sites etc.)

But some of my friends are fed up with this way of sorting out this problem, because the white list restriction is applied on them as well and they are not allowed to post links to whichever location.

My suggestion is:

Whitelist should only be applicable on the new members, as they are more likely to post non-permitted links. Whitelist should only prohibit them from doing that while the members (Old members group for example, look below attached image) who reached the number of posts required to get to the more advanced groups would be permitted to post any link.
