Cookie Relates

I saw this on IBSBeyond and no repsond, so I bring it over here and hope someone will provide an answer!

1/ How am I going to reset the cookies on IPB 2.2 (e.g. domain cookies) on localhost?

2/ Is it true that if IPB is not able to set the cookies, it will use URL session ID instead?

3/ IPB 2.2 RC3 is not able to save the cookies on localhost. Is this a bug on 2.2 RC3?

IPB 2.2 RC3 works fine on my localhost inc staying loged in. and cookie info is in the acp..
