I've looked thru the admin panel multiple times now, and I must either be blind or it's not there...

I can't seem to find where to set the restrictions (filesize, dimensions) for the personal photo feature.

Can anyone please advise?

Look in the Manage User Groups section of the Management tab, it's a per-group option.
