Can post topic differed

with my forum many user like me don't speak and write good english.

on my forums you have French, English German, Spanish.
Few members want give help in other forums but don't speak very well (French, English German, Spanish) .
I want will have bouton like report but differed.

When you want post and you are not sure of word used... you can send differed... and after it's valided by moderator.

I don't want activate option moderate all time ...
