Having problem where im trying to log in to my forum with correct password and email but it still wont let me in, i have just done a fresh install and went straight to admin cp to log in with correct email and password and it still wont let me log in?, my account is locked now for 14minutes and i cant reset since the email setup with forums is the account im logging into

I dragged a fresh install into my /fourms directory and when i go to the website it will just give me this: Wont even allow me to go to the install page
