How would I set a rule that sends a pm when their group....

Ah, shoot. Was really hoping this was possible out of the box. Yeah, I need it to specifically send the member (who was just promoted) a private message from a specific recruitment officer, with a template message. I'll start hunting around for a plugin I guess. -
I have a rule set to send a private message when someone joins my forums. But I was hoping to also be able to send a pm when that person has their group changed. So when they are added the new group tag, they will get a separate private message. I would only want them to receive this once though, so I can't just send it to everyone in that group over and over. Is this possible? Thanks!
