How do I force SSL on the forum?

How can I fix that?
Hello, looking to upgrade my forum. Currently running PHP 7.4.
I tried upgrading PHP to v8 a few weeks back and it broke the forum so I'm curious best steps to perform the upgrade.
Is this correct order of things to do?
1. Disable all third party apps
2. Upgrade PHP to v8 in CPanel
3. Run the forum upgrade
Am I missing anything here? Thanks!
No load balancing.
Sorry, maybe I wasn't clear before. I don't have a change between browser sessions.
They are all unfortunately broken. I can't get to the Admin CP across multiple browsers/machines.
I also cannot login to the main forum if logged out. I get this when trying to login to the main forum:
Weird stuff!
Weird, I can't get in across multiple browsers/machines.
Tried clearing cache.
If I sign out, I can't even sign out or sign in from a different computer.
Most recent upgrade has hosed my forum....seems like missing CSS maybe?
I was hosting the site myself and using AWS for image hosting but my host says it seems like the site is referencing some CSS on AWS that no longer exists.
It's all a little over my head.
Any ideas here? Anyone have suggestions for a good developer that can help me fix? Happy to pay whomever for their time.

some of my members cannot update their location.
can you tell me where to fix this? I assume it is permissions based but can't find the setting.
Disregard. Found it.
