Unable to add custom permissions to a category

I am trying to add custom permissions to a category. I want the bottom group to have permission to add records, however the checkbox is greyed out so I am unable to do this. Is there a setting somewhere I can change to allow this?

On the assuption these are forums, this is because you cannot add records to a category. You can only add records to a forum.
