Member unable to view and visit the "download" page

this user is under the user group "Member", and we've give the permission to view and visit the download page for this user group, but we not sure why this user still cannot visit and view the page.

It looks like you have the module set not to be visible to that group. So I would check permissions on the module itself. See module permissions here
