PAGES: Give permission to individual/group to create/update/maintain

Hello Everyone.

I'd like to create some pages, but I'd like for these pages to be manageable by individual or specific group of users without giving them full access.  I want to create the primary page, but give them the ability to add blocks, images, and manage that specific page. 

Is there anything out there that would allow this? I know there are Clubs, but doesn't look like blocks or content from other areas can be added.

There isnt really anything that is going to give you this, outside of setting up those users as moderators unfortunately.
