No option to login anonymously

I realized that there's an option to allow user to login anonymously in the setting but when user wanna login there's no option for them (tick box) for them to select. The tick box below is the Remember me option

There is no checkbox for log in anonymously. it's a user setting within their account settings. So they would go to {theirName}->Account Settings->Security & Privacy
