Home page “our picks” and dropdown menu

Hello!
How can I do something like this.
1. The home page should not be the forum, but the home page should be with the most commented topics and “our picks” with forum topics. 
2. The menu for the forum should be drop-down.

Is this possible with IPB and how can it be done?
