I have an RSS feed that I would like to highlight on my forum - https://status.snapone.com/history.rss

Is there a plugin for this?

System -> Site Features -> RSS Imports 

I believe that is what you will be looking for here. Using this you can import from external RSS feeds to any forum of your choosing 🙂

but is that a 1 time import or does it continue to update every time a new item is added to the RSS feed?

It updates every time the feed is updated
