Changing time to wait between sending messages?

I have a few users who need to be able to send messages on our forum sooner than the 1 minute delay they have now.

How do I change this setting - either on a per member basis, or on a group basis please.

You just need to edit the group.
In the ACP go to Members > Groups > click the pencil icon (or create the new group) PM settings are on the social tab I believe.
