All you have to do is left clear how you want to pay, if that’s the case, like:

- this is a development idea for any dev; don’t want to pay for it. 

- I need this but I can’t afford for the development but I will purchase on marketplace 

- I need this and I’m willing to pay X. You may or not resell on marketplace. 

- I need this badly and it should be an exclusive custom job.

4 different ways of requests. This will probably increase the chances of the right dev picks the job.
