Limiting attachment sizes

I use Downloads on my site to upload things such as magazines and scans, which can be relatively large. For this reason, I've set a max upload of 17MB.

On the other hand, I've got a user who is quite happily uploading full-size images from his phone. I need to restrict the sizes he and others can upload.

Is there a way of distinguishing between apps and or user groups? Or am I going to have to reduce the maximum upload for everyone and then go to the trouble of increasing the limit every time I need to exceed it (and hope that nobody else needs to) and then reset it back to the lower one to prevent these people eating up my storage space so needlessly?
