Hi, currently trying to figure out a way to have Mods be able to accept new users without having access to the Whole Admin CP  is there a way they can just have the members section rather then all?

Check the Markerplace.  There are multiple plugins that allow mods to approve content or new members from the ModCP.  

Conversely, you can give those mods limited access to the ACP by defining access for them as an administrator and only choosing the modules you want them to access.
