"includes Tax & Shipping" will not go away

Shipping and tax are NOT included.  Yet no matter what I do, it says it is.  

I don't want it to add taxes to the total price on display.   It will depend on where they are from, it should be calculated later.

I added a shipping rate, it still says "shipping included" in the original price.

Tried to kill this in the Language editor, to no avail.

Starting to worry about this.   I just can't have it say that. 

Shipping options are there, they come up when you check out, but before that it says shipping included.  It can't do that.
