Attached file in Clubs - issue

If you attach an image in a public club topic, all groups of users incl. Guests see this image - without even joining a club.

But if you attach a file, for example, .pdf - all groups of users see it, but no one can download this file - except the owner or joined the club.

This attachment is not available. It may have been removed or the person who shared it may not have permission to share it to this location.
Error code: 2C171/1

Is this a bug?

Is there a way to be able to download attachments from a public club as the image attachments are available to everyone? For registered users it's easy to join a club and downloads files, but Guests can not join. I want my guests to download these files - this is technical documentation.
