Mentions in reports

Hi, when we (or a user) report a post and mention a moderator in the report's original text area, this moderator isn't notified that he was mentioned in that report. However, if we go to the report itself and mention a moderator in a comment in that report, the moderator is notified correctly.

Of course mentioning a regular user shouldn't be allowed in reports, as the user doesn't have access to the report central, however I think moderators should be notified. This would speed-up solving problems here.

I don't know if this was done intentionally or this is some oversight.
