AlexWebsites Posted December 1, 2017 Posted December 1, 2017 I don't see a way to treat downloads categories as just a category (without uploading) where you can make sub categories to allow for the uploading. Then when you click onto that parent category page, you would have all the sub-category content. Similar to forums when you create a forum you can treat it as a category only. That would be a good addition.
