How Do I Set a New Root Admin?

Hello all.  I'm transferring ownership and administration of my site to someone else, and have been able to make them an admin with most of the powers, but have not been able to grant them the "root admin" status.  What's the easiest way to do this?

Give them the login credentials for your current root admin (/change them to credentials of their choice). You won't need them if you're transferring ownership and administration.
