How to get Facebook to accept new Promote Permissions?

I have been declined twice because they cannot reproduce the steps.

Isn't the Social Media Promotion option Staff Only who are able to promote to the pages on social media?

Anyone who got accepted can shed some light on this?

When submitting for review, make sure your instructions are easily reproducible by Facebook. You will need to ensure you provide a working login (username/password) to allow their review team to use the Social Promotion tool and test the functionality.
